'Rising Powers and Global Governance: Conservatives, Reformers, or Revolutionaries? '

The power transition view of rising powers has centered attention on China and framed debate around the degree of challenge that rising powers will present for current institutions of global governance. A more careful investigation of the preferences, capabilities, and strategies of the three largest emerging economies--China, India, and Brazil--calls into question their role as likely or successful challengers to the existing global rules of the game. Their conservative stance, however, may present challenges of a different sort for global governance reform.
